This is a common trait of many tubes.
Particularly true with European-made tubes, both NOS and
new manufacure. IIRC, it has something to do with the
way U.S. tube heaters were engineered with controlled warm
up series-string operation in mind (very little European
equipment used series-string heater lineups). This is not a
detrimental phenomenon. All is well and it will not cause a
problem.
